Kudos to Sebby above… I had this exact issue, and downloading a sacrificial app and then deleting it broke the logjam. All is well now. None of the other methods worked for me, but this did the trick! Yeah, sadly none of these worked for me. That seems to kickstart whatever process is responsible for this. If you press-and-hold on an app and choose to prioritise, it might have something to do with it, too. You might be asked to sign in.
Tap Purchase History. Your purchase history appears. If you want to see purchases that you made more than 90 days prior, tap Last 90 Days, then select a different date range.
See your purchase history on your computer Open the Music app or iTunes. From the menu bar at the top of the screen, choose Account, then click View My Account.
